No More Bail For Rapists. We’re Considering Castration As Punishment- El-Rufai


Kaduna Governor Nasir el-Rufai says the state’s justice system will no longer bail out violists. 

El-Rufai announced this when a group of women on Monday held a peaceful rally at the government house in Kaduna, demanding justice for rape victims. 

The governor, who acknowledged that the state already has good anti-rape laws, added that his government is still at odds

“I am happy that our chief judge has decided to take that very seriously,” el-Rufai said.

“We are also working on that and we know that this epidemic of rape and issues related to rape will be a thing of the past.

“It is 21 years for rape of an adult and life imprisonment for the rape (defilement) of a child.

“In addition to life imprisonment or 21 years’ imprisonment, anyone convicted of rape will have his organ surgically removed so that even after he finishes his term, he will not be able to rape anyone again.

“So long as the tool exists, there is the likelihood that he may go back to do it again.

“Most of the perpetrators are young people, so even after 21 years, they can come back and continue.”

He added that a member of the state assembly house had already ratified a bill proposing castration, and promised that it would be examined by the government.“This measure is necessary as most cases of rape fail to get convicted because the witnesses disappear or their parents and the communities cover up due to the stigma surrounding rape,” He said this. 

“We have made it clear that we will protect the faces and identities of the victims and survivors of rape.

“So, there is no problem testifying in court. You will testify behind the screen, so nobody will know who you are or your face.”

NAN stated that the governor called on parents to instill values in their children, and to give women the rights and respect they deserve. 

The group ‘s spokesperson, Saratu Abdulaziz, said they were at the government house to seek help from the governor to end the state’s incessant cases of rape. 

Abdulaziz expressed sorrow at the increase in rape incidents, saying it posed a significant threat to society.

 “People cover up rape cases, which is not good for us. We are, therefore, calling on all victims to always voice out so that they can get the justice they deserve,” she said.

However, they sought stricter punishment against individuals found guilty of the crime.

The Bill, which was read the third time and approved, was a sequel to considering the report submitted by the Chairman, Senator Opeyemi Bamidele, All Progressive Congress, APC, Ekiti Central, from the Committee on Judiciary, Human Rights and Legal Matters. 
The law, christened: the proposed legislation titled “A Bill for an Act to Prevent, Prohibit and Redress Sexual Harassment of Students in Tertiary Educational Institutions and for other matters connected therewith 2019 was sponsored by Deputy President of the Senate, Senator Ovie Omo -Agege, APC, Delta Central, and co-sponsored by 105 other Senators. The law, which includes 27 provisions, imposes a jail sentence of up to 14 years, with a minimum of 5 years, with no fine option for any educator committing sexual offences in tertiary institutions. The bill defines sexual offenses as including a student’s sexual intercourse or sexual demands from a student or prospective student, or intimidating or creating a hostile or offensive environment for the student by soliciting sex or making sexual advances. Other types of sexual harassment described in the bill involve grabbing, squeezing, kissing, rubbing, stroking, touching, pinching a student’s breast or hair or lips or hips or buttocks or any other sensual part of the student ‘s body; or sending nude or sexually suggestive pictures or videos or sex-related items to a student by hand or courier or electronic or some other means and whistling or winkling at them. Recall that Senator Ovie Omo-Age sponsored the bill during the 8th Senate. Recall also that six months after it was presented on the Senate floor, the Red Chamber passed the bill aiming, among others, to stop sexual harassment of female students in the tertiary institutions of the country. Thursday, October, 27th, 2016 by the Red Chamber.

Tuesday’s House of Representatives consolidated two Bills, seeking to penalize Nigerian Police and State Security officers for failing to arrest and forcing the appearance of ministers and agency heads who fail to honor the National Assembly summons. 

Sections 88 and 89 of the 1999 Constitution empower the National Assembly to investigate all agencies and cause arrest of those who do not cooperate on any matter with their enquiry. The two Bills are entitled to: a Bill for a Law to Amend the Law on Legislative Houses (Powers and Privileges), 2017 to Prescribe the Offense and Punishment for Contempt of Legislative Houses, to Provide Punishment to Police or to any other Law Enforcement Agent who refuses to arrest any person as directed by a Legislative House, to provide an Exception to the type of person required by a Legislative House, such as President, the Executive Governors and their Deputies, Diplomats and their agents, Representatives of International Organisations such as the United Nations, the African Union, the European Union, ECOWAS, and  “A Bill for an Act to Amend the Legislative House and Guarantee the Principle of Separation of Powers, and for Related Matters”. details later…

Abuja – The Federation ‘s Secretary of Government (SGF), Boss Mustapha, has said it is worrying that some Christians display reckless trust in the face of the devastating COVID-19 pandemic. 

Mustapha, who spoke at the Nigeria Interreligious Council (NIREC) Interdenominational Church Prayer Service in Abuja on Sunday night, said all Nigerians must know the pandemic has come to live. 

In particular, the SGF called on church leaders to be at the forefront of shedding light on the truth about the deadly virus to their followers and how they can remain safe in their families and communities. 

Speaking of various governments staying at home, Mustapha, who doubles on COVID-19 as Chairman of the Presidential Task Force, said:

“If you have no business going out, stay at home, it is scriptural and I will undertone this with a quotation from Proverbs 14:16 where the bible says the Wise are cautious and avoid danger, fools plunge ahead with reckless confidence. I see a lot of Christians exhibiting reckless confidence and the Bible describes them as fools.

“Stay at home, if you don’t have business going out. That is the safest place you have. If you have every genuine reason to go out, as mandatory, wear a face mask.

“My admonition to the church is that we must stop the exhibition of reckless confidence and tell our people the truth and ask them to do the proper things so that they can stay safe for their families, communities and for the body of Christ”.

Ifedayo Abegunde, Ondo SSG,Resigns

Ifedayo Abegunde, Secretary to the Government of the Ondo State, has resigned his post. 

Abegunde confirmed his resignation on Monday to Channels Television. 

Though he gave no reason for his decision, the former SSG said he would soon be making known his next line of action. 

In a letter dated 6 July 2020 he told the state governor, Rotimi Akeredolu, of his decision.

2. Lola Margaret (born Lola Margaret Oladipupo) is an actress, film producer, and director based in Nigeria. She was arrested under Atlanta , Georgia, under police custody, in 2017. This is said to be linked to money laundering. She was reportedly arrested after she wired a huge sum of money into her account and the method of collecting failed. Since then she has been released and deported back to Nigeria and shown the severity of her actions. 

3. Nigerian rapper Babalola Falemi (Sauce Kid) aka SINZU. In 2017 he was arrested for stealing $15,388 using fake credit card numbers in Boise and Meridian and bagged a 2 year prison term. After 2 years behind bars he has been released since.

4. Obinwanne Okeke, CEO of Invictus Group, popularly known as Invictus Obi, was arrested at Dulles International Airport for conspiracy to commit fraud of over $12million while leaving the United States in August 2019.

Visits to Aro Long Juju Tourist Site In Abia Preparing for Nigeria At 60 (photos) 

IgbereTV notes that yesterday a presidential delegation visited the ancient town of Arochukwu in Abia state’s Arochukwu LGA. The tour was facilitated by Government of Abia State. 

The delegation led by the photographer of President Muhammadu Buhari, Mr. Bayo Omoboriowo, and his team landed on a chopper at the ASCETA field and was received by the Chairman of the Transition Committee, Mazi Jideofor Kanu, who represented the Government of Abia State. 

Mr. Bayo was on a trip to record relics and objects especially in the caves of Arochukwu. 

He acknowledged that the Ancient Kingdom of Arochukwu is a historic site with the Ibini Ukpabi (Long Juju as a tourist attraction) recognized nationally and internationally adding that he hopes to explore the cave ‘s nature and wonders. 

The team first paid homage to the Palace of Eze Aro, and then visited the caves of Ibini Ukpabi (Long Juju). 

The documents will be collected and released at 60 to be launched by the president on 1 October 2020 as a book in honor of Nigeria. 

In his welcome speech, the host and chairman of the Transition Committee, Arochukwu LGA, Mazi Emmanuel Jideofor Kanu commended the team for the visit to Arochukwu and assured that the documentation would be enriched by ibini ukpabi knowledge, adding that the ancient city of Arochukwu as the cradle of igbo civilization had a number of tourist locations waiting to be harnessed. He has called on the Presidency and the Tourism Ministry to build these places, as they will help improve the nation’s economy.

APC: Tinubu Received The Message By Oke Umurhohwo

When you find a clever schemer like Bola Tinubu ‘s behaviour, you can hardly take his recent position on the presidential race of 2023 so seriously. Nearly every newspaper has gone with the rider who says that Tinubu has yet to make up his mind on whether or not he will run for president in 2023. Headlines such as “I haven’t decided on the presidential race of 2023” filled the vacuum and kept a host of his supporters in suspense. 

Sure, like any Nigerian politician of his standing, Tinubu will most certainly have his eyes gazing at the country’s highest political office, but there are lots of hurdles to cross to win the seat. Although Tinubu may be considered exceptional in political maneuvering and enjoy a smooth role as a ‘godfather,’ it’s a whole different game, but when it comes to the presidency. 

And this was what took place in the APC ‘s recently held National Executive Council (NEC) meeting, where a clear message was sent to the former governor of Lagos state. Much has been said about NEC’s decision to adopt President Muhammadu Buhari ‘s proposal, particularly about the dissolution of the party’s National Working Committee (NWC) and how it has some undertone on the presidential permutations of 2023 and the bearing on Tinubu ‘s aspiration. 

Tinubu came out at the height of insinuations and, as usual, behaved as if all was going well and even distanced himself from any discussion about the presidential race in 2023. The chief of the APC dismissed speculations about his presidential aspiration, noting that, contrary to insinuations, he still has to decide whether or not to seek the top political office of the country in 2023.

“To those who have been actively bleating on how the President’s actions and the NEC meeting have ended my purported 2023 ambitions, I seek your pity,” Tinubu noted in a statement, noting that insinuations out there painted a “colourful epitaphs to the 2023 death of an alleged political ambition that is yet even born.” Pushing hard to sell his narrative, Tinubu said his focus at the moment was on health and economic challenges facing the country and not presidential race as being speculated.

But that is not the picture that the struggle for control in APC sent out and typical of Tinubu, as I observed in a previous article entitled “2023: Tinubu and his mind game”, the former Lagos state governor seems to have masterminded the art of manipulating people’s imperfect reasoning and emotions. That is why he believes he could sell a different narrative to the public when the truth is well obvious to any discerning observer.

On the surface, the dissolution of APC’s NWC was to put an end to the confusion on who should replace Adams Oshiomole after the Court of Appeal upheld his suspension as chairman, but looking deeper will reveal a lot, and that the source of wranglings in the ruling party is linked to positioning for 2023 presidential race. Oshiomole is a known long-time ally of Tinubu, and for the entire time that his leadership of the APC lasted, most of his actions and inactions were calculated to position the former Lagos state governor in firm control of the party’s structure.

Last month, those not favourable to Oshiomole’s style of leadership saw an opportunity when an appellate court pushed him aside and capitalized on the controversy that came after it, to do away with the entire NWC, most of whom are reportedly converted Tinubu loyalists. Evident enough was Bashir El-Rufai’s tweet shortly after NEC dissolved APC’s NWC that “No sole individual should ever be allowed to control a political party that takes itself seriously.”

Bashir is not just an APC member, but one of the sons of Nasir El-Rufai, Kaduna state governor, who happens to be a fierce rival of Tinubu in APC, and confirmed what many have interpreted to be the outcome of the party’s NEC meeting. Though not specific, the Director-General of the forum of APC Governors, Salihu Lukman, said Buhari’s action at NEC shows he’s in charge and “freed himself from all the leaders who were the problem.”

The walls are closing in on Tinubu from every indication and he must get the message. The only question is whether he can maneuver his way again and take back control of APC, which he has strenuously disguised as the right thing for the party to do. 

But by the outcome of the last NEC meeting, the tide is changing faster and Tinubu is losing ground in APC and his presidential aspiration is at a distressing point. As a politician, he can pretend to make his supporters believe that all is well but that resistance picture is nothing but imagination. However, the thing is that things can only get worse with the passage of days. 

However, Tinubu had problems with his ambition, he did everything he could to deny that. The former Lagos state governor has lost a considerable amount of popularity from the look of things. The bloc in the progressive against him turned out to be bigger forces and as now, those bigger forces would weigh on who eventually gets the APC ticket. This has left him stranded and I’m sure he ‘d got the message already.

Breaking: FG Approves Bailout For Broadcast Stations

The Federal Government led by Buhari has declared a 60 percent cancelation of debt and a further 40 percent discount on licensing fees for all radio stations operating in the country effective July 10, 2020. 

The measures are part of moves in the broadcast industry to inject financial stability following the impact of the Covid-19 pandemic. 

Both working transmitting stations are entitled to cancel the debt as long as they pay the remaining 40% of their license fees over the next 3 months. Information and culture minister Lai Mohammed, who released the statement, says 
Money owned by broadcast stations to Federal Government amounts to N7.8 billion. 

The bailout is not going to cover Pay Tv Platforms however.
